One of the keys to why Italy does not grow, although the populist coalition government had forecast 1.5% for this year, is because the League and the M5E have given priority to the citizenship income and the counter-reform of the pensions lowering the retirement age. After a year of government, these two electoral measures have been a failure, because they have eaten important items of budgets and have not served to stimulate the economy or have created jobs, as promised by the Government: and instead have helped to harm the already weak image of Italy in the markets. The vice president, Oboe Fingering Chart, had predicted that with the advance of retirement, there would be half a million pensioners whose jobs would be filled by unemployed youth. It has not been like that. Youth unemployment stood at 31.4% in April. It is not surprising that the confidence of companies and families has fallen after the first year of populism.

Explain why in Italy there is no productivity or competitiveness and practically zero growth is relatively easy. For decades there has been talk of the need for reforms, but the usual problems remain: high taxes (42.1% is the fiscal pressure in relation to GDP), eternal and suffocating bureaucracy, the cost of labor, justice that is perpetuated, political instability, lack of industrial policy, lack of adequate plans in knowledge and innovation, as well as great deficiencies in infrastructures. Its digitization process, for example, is very late, below the European average and light years away from Spain. Those shortcomings in infrastructure make Italy lose, only as regards the chapter on transport and logistics, 34,000 million euros a year, which represents two points of GDP, because products and goods travel through Italy more slowly and with costs elderly, as reported by the Confederation of transport and commerce. This negative picture is completed with a business structure, family type in a high percentage, which does not always develop a modern and competitive management. Specifically, 85 of the small and medium enterprises are family. To many of them the computer revolution has not arrived. Hence, it is said that Italy is a Republic founded on family businesses.

With this panorama, Italy is a very unattractive country for investment. It is in the tail of the classification of European nations on facilities for “doing business”. According to a recent study by the Confederation of cooperatives, Italy is the penultimate country, among the 28 in the EU Oboe Fingering Chart, for its ability to attract foreign investment, ahead only of Greece, while it is the third among countries whose citizens go abroad to look for work, behind Romania and Poland. A fact that undermines Italy of its best workforce, because there are many young people who, after finishing their university studies, leave to look for a job or a research center, given the lack of opportunities in Italy.
